
Dr. Godfred Sowah Khartey is a passionate advocate for ocean governance, environmental sustainability, and climate action, with over 14 years of professional experience and more than 10 years of deep engagement in climate policy, sustainability, and the marine and maritime sectors.
Driven by a commitment to impact, Dr. Khartey founded and serves as the Consulting Executive Director of the Centre for Environmental Sustainability, Marine and Maritime Affairs (CESMMA Global), a forward-looking think-and-do tank dedicated to advancing sustainability, climate-resilient maritime infrastructure, marine environmental law, and integrated ocean governance.
He also serves as Sustainability Lead at Global Afrisino and a Consultant on Climate Change and sustainability for a number of organizations, where he provides strategic insights on sustainability and inclusive climate action. In Ghana, Dr. Khartey contributed to shaping the Implementation Plan of the National Integrated Maritime Strategy (NIMS), that also looked at Ghana’s blue economy potential. He has also been engaged in a number of campaigns on ocean governance on the continent.
At his core, Dr. Khartey is not only a scholar and practitioner but a changemaker whose work is inspired by a vision to build systems that outlive him, systems that protect the oceans, strengthen governance and enhance sustainability.
Dr. Khartey holds a PhD in Law of the Sea from Xiamen University, China and, a Masters in International Relations from the same University, a Bachelor’s in Political Science with Chinese from the University of Ghana. He is currently pursuing an Executive MBA at the Africa Leadership University (Rwanda), reflecting his continuous drive to sharpen his leadership and strategic management skills.
